UK-China Green Finance Taskforce Report: Opportunities and Barriers to Transition in Hard-to-Abate sectors

London Climate Action Week 2026 sees the launch of two new research reports under the UK-China Green Finance Taskforce. Led by Schroders, with input from a variety of transition finance workstream members, Opportunities and Barriers to Transition in Hard-to-Abate Sectors, examines the practical challenge of directing investment into hard to abate sectors, which account for a large share of global emissions but remain significantly underfunded.

The report introduces a useful framework to identify where emissions reductions are closest to economic viability and where targeted policy, financial instruments and industry coordination can unlock progress.  The research highlights need for stronger policy signals, better aligned incentives, and innovative financing approaches to turn climate ambition into investable opportunities at scale.
